Secret Senate handbook reveals rules - The Morning Call
I found this article by Laura Olson on the Allentown, PA, Morning Call website:
"Reporters at USA Today were able to get their hands on a copy of the Senate's secret handbook, a 380-page document that Senate officials have never released. For the most part, it centers around mundane aspects of running their offices, such as managing parking spots and getting ID cards for staffers. But it’s the minute details that provide a particularly interesting look at how the chamber operates."
