Government at Work - in Philadelphia
I suspect this has a lot to do with public service unions success in negotiating.
And I'm sure some private companies are in circumstances that many would call over-the-top.
For me, at least some benefits should be linked to success and profitability...

Sean Collins Walsh & Jenny DeHuff recently told this story at Philly.com:
