On the Harford Courant website, Christopher Keating reports what went on:
"The highly controversial bill to allow drivers' licenses for undocumented immigrants became more controversial Wednesday.
A sentence that was buried in a detailed 'implementer' bill would have changed the effective date of the drivers' license program — starting the program on July 1, rather than in January 2015. In lengthy debates on the House and Senate floor, legislators had said the state Department of Motor Vehicles needed until 2015 to prepare for the major change, which would mark the first time in state history that undocumented immigrants could obtain licenses.
The switch in dates set off a mad scramble at the Capitol on Wednesday until it was withdrawn."
